Analysis and design of Upper Medium Access Control (UMAC) layer software for Terrestrial Trunked Radio (TETRA) is performed. Analysis on UMAC layer protocol of European Telecommunication Standards Institute (ETSI) TETRA protocol standards has been carried out. Operating environment design and software structure design of UMAC layer software have been accomplished and three core problems in design have been discussed. Three key techniques for solving the problems have been descried. Finally the analysis on test result of the designed software has been carried out, which proves the availability and advance of such design.
