所谓学习型工会,就是指通过培养弥漫于整个工会组织的学习氛围,激励全体工会干部以新的面貌创造性工作而建立起来的一种有机的、以人为本、能持续发展的新型组织。创建学习型工会的目的就是以学习激发工会干部的创新思维、创新方法、创新实践、创新效率,提高工会干部素质和能力,使工会组织适应社会、企业和职工发展的要求,从而更有效地发挥工会组织在大局中的作用。国有企业如何创建学习型工会?一是思路要清晰,牢牢把握创建学习型工会的精神实质和科学内涵,形成创建模式和创建思路。二是要把创建工作贯穿于工会创新发展的全过程,与各项业务工作有机结合,通过创建学习型工会切实提高干部政治素质和工作能力,推动工会工作的全面发展。三是明确评价标准,从氛围营造、载体选择,到人的参与程度、人的转变程度和工会工作创新发展情况,来评价创建成效。四是抓好落实,把创建工作落实到工会干部素质提高上,落实到工会职能和作用发挥上,落实到工作作风的转变、工作绩效的提高上。五是善于营造浓厚地创建氛围,突出工会干部能力建设,强化学习效果,完善创建学习型工会的长效机制。

Lastly, we should be good at creating the deep creative atmosphere, focusing on trade union cadre ability construction, strengthening learning and improving the mechanism of creating learning trade union.
