现代化国际港口城市应当是指那些具有高度的经济、科技实力,在全球经济、社会、文化交流合作中担当重要角色,并有发达的、有国际影响的港口体系的城市。国际港口城市作为城市的一种类型,其既有城市的共性,又有基于国际港口体系以及临港产业体系的特殊个性。南通与其它国际国内港口城市相比较,呈现出服务业（主要是临港服务业）比重过低,缺乏战略性的大企业、大资本,远洋运输的集装箱吞吐量严重不足等问题。

Modern international port cities should be those that are of compound capacities in economy,science and technology,take important roles in global economic,social and cultural exchanges,and possess advanced,internationally influential ports.As a type of city,modern international port cities have something in common with other types of cities,and have their own features for their international ports and coastal industries.Compared with other international and domestic port cities,Nantong lags behind in terms of slow development of service industry,the lack of strategic enterprises,and the deficiency in the throughput of containers for ocean transportation.
