为更好地依靠科技进步与创新驱动经济、社会发展,迫切需要在我国省、市层面建设科技发展决策支持平台,保障创新驱动战略的顺利实施。首先研究科学学、可持续发展和经济增长理论3个方面构筑其理论基石,然后从其核心部分——运行机制要素方面展开剖析。在要素体系、结构功能的基础上,以山东为例,详细探讨了平台的决策主、客体要素,为决策平台建设提供一定的决策参考。

To better improve the development of economy and society by science and technology innovation,it is critical for province and city in China to build the platform of ST decision support that resources could be managed.This will make the strategy of innovation driven development.This research first builds its theoretical foundation based on science of science,sustainable development and endogenous growth.Then the factors of operating machanism are explored.Based on the above results,the subject and object of decision on this platform are deeply analyzed through the practice of Shandong province.The research is hoped to offer some value for the design and exploitation of the system of ST development decision support.
