对《国务院办公厅转发教育部等部门关于进一步加强学校体育工作若干意见的通知》(国办发[2012]53号)文件起草背景、过程和重要内容进行了阐述和解读。指出53号文件是在继续贯彻落实中央7号文件、深入贯彻落实教育规划纲要、落实政协委员建议、有关领导批示的背景下起草的;文件起草过程分为教育部通知、教育部意见和国办转发3个阶段;文件内容的重点主要体现在建立学校体育机制性目标、保证体育课时、配备体育教师、建设体育场地设备、解决体育安全问题、建立学校体育监测评估体系和加强学校体育投入及组织领导等方面。

The authors elaborated and interpreted the drafting background, process and important contents of The Notice of Several Opinions on further Strengthening School Physical Education Work Issued by Departments such as Ministry of Education, Forwarded by the General Office of the State Council ([2012]53 document issued by GOSC), and pointed out the followings:the 53rd document was drafted under the background of continuing to im-plement the 7th document issued by CCCPC, further implementing education planning outlines, executing sugges-tions offered by CPPC members and instructions given by related leaders; the document drafting process was di-vided into such 3 stages as Ministry of Education issuing a notice, Ministry of Education putting forward opinions and GOSC forwarding;document contents mainly included the following aspects:establish school physical educa-tion mechanism-based objectives; ensure physical education class hours; assign physical education teachers; con-struct physical education playgrounds and equipment; solve physical education safety problems; build a school physical education monitoring and evaluation system; strengthen school physical education inputs and organiza-tional leadership etc.
