目前,中国大部分区域电网已经使用控制性能标准(CPS)进行互联电网有功功率控制性能的评价与考核。在引入标准时,国内电网并非完全照搬北美的评价考核模式,而是进行了改进。主要修改包括:CPS1指标值使用短期分段平均计算法、放弃直接使用CPS2考核、使用惩罚返还的考核规则等。从理论分析和定量测算2个方面着手,分析比较了修改后的CPS在互联电网评价与考核应用中与北美的差异,并较为详尽地分析了这些差异可能给最终考核带来的影响。此外,也尝试理清控制性能评价中所涉及的相关概念。

The control performance standard (CPS) is currently widely used as an area control performance assessment criterion in electric power grids of China. It is noted that, when it was introduced, the assessment criterion rules and some parameters have been altered, including mainly short period averaging of CPS1 and relinquishment of direct use of CPS2 and penalty return, etc. Proceeding from theoretical basis and quantitative calculation, the difference between North America and China in using the CPS is analyzed and compared as has the possible impact on the final assessment. Some relevant concepts involved in the control performance assessment are clarified.
