近年来，我国自然灾害频发，尤其是地震，给灾区人民的物质财产和身心健康造成了严重的创伤，致使众多学校遭到严重破坏，灾后学校重建成为一个重要问题。从灾后学校重建的内涵与相关法律依据出发，借鉴国内外不同地区的灾后学校重建先进经验，可以促进对我国灾后学校重建现存问题的深入理解。根据问题症结，遵循灾后学校重建与基础教育资源配置原则与方法，从动力机制、目标机制、约束机制和评价机制等方面建立灾后基础教育学校资源配置长效机制，可以有效提升灾后学校恢复重建的效率，并促进灾后学校实现创新发展。
近年來，我國自然災害頻髮，尤其是地震，給災區人民的物質財產和身心健康造成瞭嚴重的創傷，緻使衆多學校遭到嚴重破壞，災後學校重建成為一箇重要問題。從災後學校重建的內涵與相關法律依據齣髮，藉鑒國內外不同地區的災後學校重建先進經驗，可以促進對我國災後學校重建現存問題的深入理解。根據問題癥結，遵循災後學校重建與基礎教育資源配置原則與方法，從動力機製、目標機製、約束機製和評價機製等方麵建立災後基礎教育學校資源配置長效機製，可以有效提升災後學校恢複重建的效率，併促進災後學校實現創新髮展。
근년래，아국자연재해빈발，우기시지진，급재구인민적물질재산화신심건강조성료엄중적창상，치사음다학교조도엄중파배，재후학교중건성위일개중요문제。종재후학교중건적내함여상관법률의거출발，차감국내외불동지구적재후학교중건선진경험，가이촉진대아국재후학교중건현존문제적심입리해。근거문제증결，준순재후학교중건여기출교육자원배치원칙여방법，종동력궤제、목표궤제、약속궤제화평개궤제등방면건립재후기출교육학교자원배치장효궤제，가이유효제승재후학교회복중건적효솔，병촉진재후학교실현창신발전。
In recent years , too many natural disasters , particularly earthquakes , have caused much serious in-jury to the disaster area people ’ s physical property and mental health , and many schools have been seriously dam-aged at the same time , so the reconstruction for post disaster schools has been important issue .It is easy to know well on the problems themselves and the reason to the problems of the reconstruction of the post disaster schools in China by refining the connotation of post disaster school and the relevant legal basis , and learning from the ad-vanced experience of the post disaster schools in both domestic and foreign various regions .According to the crux of the problems , and following the principles and methods for the reconstruction of the post disaster schools and the resource allocation of basic education , we can construct the long -term mechanism of the resource allocation for the post disaster basic schools with dynamic mechanism , goal mechanism , restraint mechanism , and evaluation mechanism , which will effectively improve the efficiency of the reconstruction for the post disaster schools and help the schools to achieve innovation and development .
