以保定市农村为例对农村文化贫困现状进行分析，对“农家书屋”工程是消除农村文化贫困的客观要求进行了论述，进而提出科学管理“农家书屋”的长效措施，即强化政府文化职能，建立、完善“农家书屋”管理机制；拓展“农家书屋”平台媒介、村际互动宣传、教育与再教育等新功能。
이보정시농촌위례대농촌문화빈곤현상진행분석，대“농가서옥”공정시소제농촌문화빈곤적객관요구진행료논술，진이제출과학관리“농가서옥”적장효조시，즉강화정부문화직능，건립、완선“농가서옥”관리궤제；탁전“농가서옥”평태매개、촌제호동선전、교육여재교육등신공능。
In this paper the current situation of peasant culture poverty was analyzed, taking Baoding City as a example, and the functions of farmer's bookstores on eliminating peasant culture poverty were discussed, and then the long-term measures on the scientific management of farmer's bookstores were proposed, such as strengthening government functions on culture, establishing the management mechanism of farmer's bookstores, extending new functions of farmer's bookstores.
