笔者建议政府在投资高等教育过程中,要规范预算行为,增加投入;完善教育督导机构的职责,改变现行的拨款模式,提高投资效益;完善政策法规,加强政府的政策引导作用。

When investing in higher education, the Inner Mongolia government should first regulate its budget and increase its investment; second, perfect the function of education supervising and guiding or- ganizations, change the current fund allocation model and promote investment returns; third, improve pol- icies and laws and strengthen the guidance of the government.
