Based on the analyses of the causes and the essence of the phenomenon of "easy promotion but difficult demotion'for cadres in vocational colleges ,this essay presents relevant solutions in the aspects of the position com- petition, the system of term of office and abdication, the system of internal job rotation and inter-college exchange, the distribution system,the performance-related pay system, the public opinion atmosphere and the channels of de- motion.
