影响地方财政科技支出的内部动力因素包括地区科技基础与产业发展水平两个维度。基于省级面板数据的研究表明，地方政府财政科技支出规模与地方产业发展的特点高度关联。影响地方财政科技支出规模的主要因素为区域研发效率和区域产业对科技的依赖程度。因此上级政府在制定相关引导政策时，要结合各地具体情况，让政策更具“弹性”和“差异化”。

The internal dynamic factors which influence local fiscal expenditure for S＆T include two dimensions ：regional S＆T level and regional industry level. Results of provincial panel data study show that the correlation between local government fiscal expenditure for S＆T and the characteristic of local industry is relatively high,and factors that influence local fiscal expenditure for S＆T scale are related to regional R＆D efficiency and relevance on S＆T of regional industry. Therefore,central government should make policy more ＂flexible＂ and ＂different＂,according to specific circumstances of each area.
