在世界各发达国家,职业教育的公益性是绝大多数国家的不二选择,但我国职业教育的公益性、普惠性却一直未被明确。分析我国职业教育产品属性界定的理论分歧和供给模式实践,本文认为,发展我国职业教育,应明确职业教育公益性的产品属性,充分运用政府和市场两种机制配置职业教育资源,履行政府职责,并以规范有序的政策体系引导市场化取向的职业教育发展。

Vocational education is regarded as a public welfare in most developed countries. In China, the properties of public welfare and generalized preference of vocational education has not been clear. Based on analysis of the theoretical difference on the vocational product property definition and supply mode in China, the author sug gests that we should make clear the public welfare property of vocational education product, configure vocational ed- ucation resource by fully using mechanisms of government and market. We should develop vocational education by implementing governmental responsibilities and guiding the vocational education to a market - oriented way by standardized and orderly policy system.
