研究目的:综合运用现有土地利用基础数据库,建立丘陵山区可持续耕地整理潜力综合评价体系,以期为新一轮土地整治规划提供参考。研究方法:基于丘陵山区耕地整理的背景和特点,从资源、经济、生态和社会4个方面选取7个指标,建立了丘陵山区可持续耕地整理潜力综合评价体系,并以长阳土家族自治县磨市镇为典型研究区,运用农用地分等和第二次全国土地调查等当前现有的成果数据,在GIS平台下,将农用地分等图、“二调”土地利用现状图和坡度图等综合叠加分析,提取评价单元及其属性信息进行潜力评价。研究结果:将研究区可持续耕地整理潜力综合指数及其潜力分区图与野外调查实际相比,结果能较好反应该区的实际情况。研究结论:该评价方法既立足于丘陵山区耕地整理可持续发展的需要,又具有充分利用现有成果数据的特点,能为区域耕地整理及其项目选择提供有益借鉴,促进土地整理事业可持续发展。

The purpose of this paper is to set up an evaluating system for the sustainable potential of arable land consolidation in mountainous area based on current land use databases, which is expected to provide some references for the coming land consolidation planning. The methods are as follows. Seven indicators are chosen firstly from four aspects of production stability, economic feasibility, resource protection and social acceptability. Secondly the evaluation index system was established based on the background and characteristics of arable land consolidation in mountainous area. Thirdly taking Moshi Town as an example and using the databases second national land survey, we overlay them with digital topographic evaluating unit and its related properties for evaluating the potential. The potential index and potential grading map are matched well with the reali of farmland gradation and land use map of the and others maps based on GIS, generate the results show that the arable land consolidation ties from the field work results. It is concluded that the result indicates that the method could provide useful references for regional land consolidation and its project selection, which also promotes the sustainable development of land consolidation. It is because that the method is based on the demand of arable land consolidation in mountainous area and also the advantages of current land use databases.
