我国将出台可再生能源配额制政策，促进可再生能源大规模并网和消纳，保障可再生能源发展目标的实现。从配额制的义务主体、配额总量目标和指标分解方法、配额制运作机制等关键要素，系统分析了国外可再生能源配额制的实践和特点，全面认识配额制政策与其他可再生能源政策的关系、配额制的成本疏导机制、最终义务承担主体等。考虑我国配额制政策设计的特殊性，提出了完善我国配额制政策设计的有关建议。

To promote large-scale intergration and consumption of renewable energy and guarantee the realization of renewable energy development goals, renewable portfolio standard （RPS） policy will be issued in China. This paper analyzes the practice and characteristics of RPS in foreign countries in terms of obligation subject, total target, index decomposition method and operation mechanism, and comprehensively elaborates the relationship between RPS policy and other renewable energy policies, the cost transmission mechanism of RPS and the final obligation subject. Based on the particularity of RPS policy design in China, relevant recommendations are proposed to improve the design.
