This paper deepened the meaning of the engineering students' innovation, research and explore the culture of engineering innovation capacity. Innovative ideas to strengthen education, and focus on innovation-based culture; concentrating on the "two hit" education, the promotion of innovation capacity; focus on personnel training, process management, sound and improve the engineering innovation evaluation system to encourage the continued development of innovation capability. These measures and methods for improving engineering students' ability to innovate, to complete the important mission entrusted by the times higher education, has a very important practical significance.
