城市地下管线是城市公共基础设施的重要组成部分,如何快速及时地维护和更新地下管线信息是城市管理的基础内容之一。利用纸笔绘制地下管线草图和属性信息的传统方式工作量大,数据质量低、效率差,已经不能适应目前的需求。本文基于Android和移动GIS设计并开发了地下管线信息采集系统,规范了地下管线外业数据采集流程。通过现场实际项目测试表明,该系统可以较好地提高地下管线数据采集的效率和质量,与地下管线数据的内业数据整理无缝衔接,满足城市管理中地下管线信息及时快速更新的需要。

Urban underground pipeline which was called city lifeline is an important part of urban public infrastructure. How to maintain and upgrade these underground pipeline networks rapidly and timely is the most fundamental of all undertakings for urban pipeline management. Field investigation of underground pipeline still depends upon the pencil and paper notebook for data collection. This method is labor-intensive and susceptible to recording and georeferencing errors during transcription. The paper aims to demonstrate how to design and implement a mobile GIS based on android for underground pipeline information investigation. We describe an integrated system developed for data acquisition that is intended to streamline the collection process. Functions of this system include spatial data operation module, data collection module, and communication module. Android 4.0 and Java are employed to develop the system, and key technologies and skills of application developing are introduced. The prototype system has been tested in field trials in Tianjin and the field study demonstrates the noticeable gains in efficiency and precision achieved with the use of the system.
