The Eighteenth National Congress of the Communist Party of China proposed residents ′income multiplication goal .State-owned capital is the leading force to realize residents′income multiplication , and private capital is the major force.We should not only carry on positive externalities of all kinds of capital , but also reveal the advantages of publicity and public welfare of our country state -owned capital more confidently and more consciously .Through the system ar-rangement to promote capital aggregation positive solution , we will realize the income multiplication equilibrium , eco-nomic progress and social harmony .
