城市公用自来水事业是一项事关千家万户的市政设施，它直接影响到城市居民的健康和生活质量。民国时期，武昌自来水事业兴办过程历经艰难曲折，从最初设想到工程完工，水厂规模不断缩减，最终仅完成一座规模十分有限的武昌临时水厂。此个案揭示了武昌市政建设的落后，资金不足、人才难求，加之更张多变的建制是造成了这一时期市政建设困难的主要原因。

성시공용자래수사업시일항사관천가만호적시정설시，타직접영향도성시거민적건강화생활질량。민국시기，무창자래수사업흥판과정력경간난곡절，종최초설상도공정완공，수엄규모불단축감，최종부완성일좌규모십분유한적무창림시수엄。차개안게시료무창시정건설적락후，자금불족、인재난구，가지경장다변적건제시조성료저일시기시정건설곤난적주요원인。
The city utility of water is an important public facility relating to the livelihood of every family and directly affecting the health and life quality of urban residents .In the period of Republican China ,Wuchang water facilities had undergone many ups and downs .From the initial idea to the project completion , the scale of water plant shrank constantly and eventually a very limited scale temporary water plant was completed . This case revealed that the backward wuchang municipal construction , the insufficient funds , lack of talents , together with the changeable municipal establishment should take the responsibility for the difficulty in the municipal construction .
