面对中国从1986年12月6日正式开始,已经浩浩荡荡进行了近三十年的“全民普法”,令人深思的当然是如今“普法”该往何处去的问题?如同一个孩子性格的成长一样,我们考察公众法意识的成长也必须回到她的成长环境中去讨论。笔者从回溯古代中国的法律公布到明清时期的法律宣传史,尤其是在解读明清时期的讲读律令、里甲理讼、讼师秘籍中,探寻其中蕴含的当代公众法律教育的应有意蕴。本文既是一种历史的回顾与反思,更重在探寻当前法治中国进程中公众法律教育的方向与未来。
麵對中國從1986年12月6日正式開始,已經浩浩盪盪進行瞭近三十年的“全民普法”,令人深思的噹然是如今“普法”該往何處去的問題?如同一箇孩子性格的成長一樣,我們攷察公衆法意識的成長也必鬚迴到她的成長環境中去討論。筆者從迴溯古代中國的法律公佈到明清時期的法律宣傳史,尤其是在解讀明清時期的講讀律令、裏甲理訟、訟師祕籍中,探尋其中蘊含的噹代公衆法律教育的應有意蘊。本文既是一種歷史的迴顧與反思,更重在探尋噹前法治中國進程中公衆法律教育的方嚮與未來。

In the face of the program of “ Popularization Law” from Sep 6th 1986, nearly three decades has passed. Of course, the direction of today's public legal education is calling for our deep thought. As the growth of a children’ s character, our study to the public legal consciousness also must return to the growth of her growth environment. The author from the published back in the ancient Chinese laws to the Ming and Qing dynasties history of legal publicity, especially from the Ming and Qing dynasties’ “ Speak and read law” ,“ LiJia -Trail” , ” Law Practitioner Esoterica” , to explore the proper implication of contemporary public law education of China. This paper is a review and reflection on history. But more emphasis on exploring the direction of public legal education in the rule of law process in China.
