江苏省政府十分重视发展现代远程教育，早在1997年就提出筹建开放大学，长期支持电大进行探索实践，为学校改革发展创造良好条件。特别在关键时期作出重大决策和专门部署，下发一系列文件，为江苏开放大学建设指引了方向，提供了强有力的政策保障。江苏省教育厅作为开放大学项目试点责任单位，高度重视开放大学的筹建工作，在深入调研和充分论证的基础上，进行了科学的方案设计。《江苏开放大学建设方案》确定了建立江苏开放大学的指导思想、基本原则、建设目标、重点任务、管理体制和运行机制、保障措施等，其特点是立足江苏省情，着眼终身教育体系构建，强调资源整合，发挥信息技术优势，重在改革创新。

Jiangsu provincial government attaches great importance to the development of modern dis-tance education.As early as 1997,it put forward the idea of establishing the open university and has of-fered long-term support and created good conditions to the exploration and practice for RTVU educationreform and development.Especially in the critical period,it made major policy decisions and specialized de-ployment,issued a series of documents,guidelines for the construction of the open university,thus direc-ting and providing a strong policy support to the construction of the Open University of Jiangsu.The Pro-vincial Education Department,as the responsible unit of the pilot project of the open university,attachesgreat importance to the preparatory work of the open university,in-depth research and full argument onthe basis of a scientific program design.The Construction Program of the Open University of Jiangsu de-termines the guiding ideology,basic principles,building objectives,key tasks,management system,oper -ational mechanism and safeguard measures of its establishment.Its characteristics are as follows:based onJiangsu Province,focusing on lifelong education system,emphasizing the integration of teaching re-sources,giving play to the advantage of information technology,focusing on innovation.
