编制外用工形式一直在高校内部长期存在,为高校后勤服务、教辅、管理提供了坚实有力的保障。随着岗位设置制度的推行和收入分配制度的改革,部分单位编制外用工存在的问题也开始显现出来。要改进目前高校用工的现状,可以从宣传培养员工归属感、提供转编渠道、深化薪资改革、建立电子档案、完善人才库等方面着手。

Employers outside regular payroll have long been serving in universities in terms of rear services, teaching and management. Along with the implementation of post management system and the reform of income distribution system, there are the problems of employers outside regular payroll. This paper analyzes the present situation and existing problems of university employment, sense of belonging, strengthen assessment to coding and channel, dilute identity management strengthen post management, establishing electronic archives and so on to solve the path from the publicity and training.
