《国家中长期教育改革和发展规划纲要(2010~2020年)》提出:中小学富余教师经培训合格后可转入学前教育。为缓解因新建、改扩建幼儿园而出现的师资严重匮乏问题,福建省对小学富余教师进行转岗培训,培训过程中出现了学员参与度不高、“教师之师”培训不力、管理松懈等问题,影响转岗培训效果,解决方式可采取转变学员观念、优化培训师资、改进教育方法、遴选优秀教材、完善培训管理机制等措施。

《국가중장기교육개혁화발전규화강요(2010~2020년)》제출:중소학부여교사경배훈합격후가전입학전교육。위완해인신건、개확건유인완이출현적사자엄중궤핍문제,복건성대소학부여교사진행전강배훈,배훈과정중출현료학원삼여도불고、“교사지사”배훈불력、관리송해등문제,영향전강배훈효과,해결방식가채취전변학원관념、우화배훈사자、개진교육방법、린선우수교재、완선배훈관리궤제등조시。
As pointed out in the 2010-2012 Year’ Program for Mid-and Long-term Educational Reform and Development issued by the Ministry of Education, the abundant primary school teachers can be trained to be qualified for posts short-staffed in newly-built or expanded kindergartens. This paper revealed the issues of inactive participation, deficient teachers training, lax management, etc. in Fujian Province's post-shift training. It, consequently, suggests that such measures be taken as renovating the trainees' concepts, optimizing training teachers, upgrading methods, streamlining textbooks and perfecting the management, in an attempt to attain the preset training goals.
