研究目的：将资源、环境、生态纳入经济社会发展水平核算。研究方法：以徐州市为例，运用能值理论与方法，在生态系统生产总值（GEP）框架下，开展生态文明评估的核算。研究结果：能值评估将徐州市不同类型产品和服务转换为统一的量纲，并对GEP的生态供给价值、生态调节价值、生态文化价值和生态支持价值4项指标进行了核算，得到能值-货币价值（$）。研究结论：基于能值的GEP相对于传统单一的GDP指标更为科学、合理，并且能够实现在其他国家或地区间的比较，是对生态文明建设评价指标的一次有效尝试。

The purpose of this paper is to involve natural resources, environmental capacity and ecological condition in social development accounting by tracking the material and energy flows on a uniform standard. Based on the framework of Gross Ecosystem Production (GEP), emergy theory and methodology was employed. Then the accounting of ecological civilization evaluation in Xuzhou was carried out. The results indicate that the linkages between the social-economic system and the natural environment could be summarized in materials and energy flows. It includes the supply value, adjustment value, cultural value and support value of the combined system in units of solar emjoule. Consequently, the GEP in units of emergy-monetary value (﹩) could be used to measure the gross economic value of several products and services for human being. It is concluded that the GEP based on emergy will be a better index compared with GDP. The empirical accounting is also a valid attempt for ecological civilization assessment.
