研究目的：探究耕作地块调整及其规划设计，破解耕地细碎化，为高标准基本农田建设土地整理项目提供支撑。研究方法：实地调查法，文献综合法，总结归纳法，案例研究法。研究结果：（1）当前耕地破碎表现为自然破碎和权属破碎，即田块破碎和耕作地块破碎，“肥瘦搭配”承包分割是造成耕地破碎的主要原因；（2）耕作地块破碎会造成耕作效率低下、不利于农业机械应用、灌溉排水不便、田间管理困难等问题；（3）开展耕作地块调整过程中征求村民意见，是公众参与土地整理的有效途径；（4）总结归纳耕作地块调整的指导原则和程序，并以王盘村为例探究耕作地块调整的规划设计方案；（5）开展基于耕作地块调整的土地整理，可以增加耕地面积，降低耕地破碎化程度，优化耕地景观格局，提高耕地耕作效率。研究结论：开展基于耕作地块调整的土地整理是减少耕地破碎化，促进耕地集中连片、助推高标准基本农田建设的有效途径。
연구목적：탐구경작지괴조정급기규화설계，파해경지세쇄화，위고표준기본농전건설토지정리항목제공지탱。연구방법：실지조사법，문헌종합법，총결귀납법，안례연구법。연구결과：（1）당전경지파쇄표현위자연파쇄화권속파쇄，즉전괴파쇄화경작지괴파쇄，“비수탑배”승포분할시조성경지파쇄적주요원인；（2）경작지괴파쇄회조성경작효솔저하、불리우농업궤계응용、관개배수불편、전간관리곤난등문제；（3）개전경작지괴조정과정중정구촌민의견，시공음삼여토지정리적유효도경；（4）총결귀납경작지괴조정적지도원칙화정서，병이왕반촌위례탐구경작지괴조정적규화설계방안；（5）개전기우경작지괴조정적토지정리，가이증가경지면적，강저경지파쇄화정도，우화경지경관격국，제고경지경작효솔。연구결론：개전기우경작지괴조정적토지정리시감소경지파쇄화，촉진경지집중련편、조추고표준기본농전건설적유효도경。
The purpose of this study is to explore the cultivated plot adjustment and its planning design in order to reduce the fragmentation of cultivated land and promote the development of well-facilitated farmland. In this paper methods of field survey, the literature synthesis, summarization and induction and case study are employed. The results show that 1) according to the field survey of the present situation of rural cultivated land, fragmented cultivated plot is defined as natural fragmentation and ownership fragmentation. Distribution of cultivated land based on the“fertile and lean collocation”and the household contract responsibility system is the main reason of the fragmented cultivated plot. 2) Fragmented cultivated plots can cause the low farming efficiency, go against the application of agricultural machinery, make irrigation and drainage water inconvenient and field management difficulty. 3) Consulting for the villagers’opinion before the cultivated plot adjustment is an effective way of public participation in land consolidation. 4) Taking Wang Pan village as an example, the paper summarizes the guiding principles and procedures of the cultivated plot adjustment and to explore the design scheme of cultivated plot adjustment planning. 5) The cultivated plot adjustment can increase the quantity of cultivated land, greatly reduce cultivated land fragmentation degree, optimize the farmland landscape pattern and improve the efficiency of cultivated land farming. It is concluded that the development of the cultivated plot adjustment in land consolidation is an effective way to reduce the fragmentation of cultivated land, promote cultivated land concentrated and support the construction of well-facilitated farmland.
