研究目的：对被征地农民安置制度变迁进行分析评价。研究方法：文献资料法，归纳法，演绎法。研究结果：被征地农民安置制度从1950年诞生起至今，制度原则经历了从公平优先到效率优先再到公平与效率均衡三个阶段，安置模式也经历了从计划导向到完全市场导向再到部分市场导向的三个阶段。研究结论：制定土地征收法，明晰补偿与安置的制度差异；明晰权责利关系，重新调整征地安置的实施主体；多元并举，提高征地安置的可持续性。

The purpose of this study was to analyze the changes of China’s resettlement institutions for land-expropriated peasant. Methods employed include documentation, deduction and induction. The results indicate that the principle of the resettlement institutions for land-expropriated peasants has been changed from the“Justice Priority”to the“Efficiency Priority”, and then back to the balance of justice and efficiency since 1950. The resettlement model has been changed from plan-oriented to market-oriented, and then to semi-market-oriented. The paper concludes that the legislation of land-expropriation should distinguish the two principles clearly, clarify the re-adjustment of implement subject, and ensure the sustainability of land-expropriation resettlement.
