水泥稳定就地冷再生是指在改建或大修旧路过程中，经过翻挖回收、破碎、筛分，并加入适量的水泥稳定剂，在常温情况下重新拌和，形成具有一定路用性能的再生混合料，用于铺筑路面基层或底基层的整套工艺技术。冷再生是一种利于环保和节约能源的道路维修方式。以实际工程为研究背景，提出了一些水泥稳定就地冷再生的设计技术参数，为广大同仁在冷再生设计时提供参考，促进该技术的进一步推广应用。
