包容性增长是“十二五”时期甘肃省少数民族地区发展面临的重大课题。经济基础薄弱、发展任务繁重、自然条件恶劣、地理区住劣势明显、基础设施落后、社会事业发展滞后、人才资源匮乏、制度不完善、社会不公是制约“十二五”时期少数民族地区包容性增长的主要因素。深入分析少数民族地区包容性增长的制约因素，是推动少数民族地区包容性增长的前提。
包容性增長是“十二五”時期甘肅省少數民族地區髮展麵臨的重大課題。經濟基礎薄弱、髮展任務繁重、自然條件噁劣、地理區住劣勢明顯、基礎設施落後、社會事業髮展滯後、人纔資源匱乏、製度不完善、社會不公是製約“十二五”時期少數民族地區包容性增長的主要因素。深入分析少數民族地區包容性增長的製約因素，是推動少數民族地區包容性增長的前提。

Inclusive growth is a great subject to minority area of GanSu in the period of the year 2011 to 2015. The unsubstantial economic foundation, heavy development task, bad natural conditions, evident geographical location disadvantages, behindhand infrastructure, hysteretic development of social undertakings, deficient resources of human talents, ineompletcd system and social injustice are major restrictive factors which will restrict minority area of Gansu＇s inclusive growth in the period from the year 2011 to 2015. In-depth analysis of the restrictive factors about minority area of GanSu＇s inclusive growth is the precondition of pushing forward minority area of GanSu＇s inclusive growth.
