农民是农村社区的主体,是社区发展的参与者和发展成果的受益者。在国家可持续发展的话语中,西部民族地区农村社区中的农民开始摆脱传统的＂靠山吃山,靠水吃水＂的生产生活方式,寻求新的发展途径。在政府劳务输出型社区发展模式的倡导下,少数民族农民开始走出相对封闭的农村社区。文章以劳务输出地甘南拉力沟藏族社区为例,试图说明农村社区是在国家、政府同农民的互动中发展的,在这种互动中,国家、政府要重视农民利益的表达,促进劳务输出型农村社区的和谐发展。
