近年来,陕西专项应急预案体系建设取得了长足发展。专项应急预案的组织管理体系已经建立,专项应急预案实现了系统化,专项应急预案的应急实践价值已经显现。但专项应急预案体系还不够完备,专项应急预案的编制还缺乏统一规范的标准,在实施中还存在一些突出问题。为此,应以专项应急预案结构标准化为抓手,推动陕西专项应急预案规范化、科学化建设。
