农民增收问题是＂三农＂问题的核心。近年来,江西农民收入增速加快,收入可支配能力不断增强,城乡收入差距开始缩小,这主要得益于各级政府加大农业基础设施投入力度,优化农民工务工环境,连续出台一系列鼓励和扶植农业生产、增加农民收入的政策措施。但在农民增收亮点纷呈的同时,也存在增收动力、潜力和后劲不足以及稳定性不够等阻碍因素,需要进一步拓宽增收渠道,完善农产品价格保护机制和农资价格调控机制,加强农技推广和农业社会化服务组织培育,构建促进农民增收的长效机制。
농민증수문제시＂삼농＂문제적핵심。근년래,강서농민수입증속가쾌,수입가지배능력불단증강,성향수입차거개시축소,저주요득익우각급정부가대농업기출설시투입력도,우화농민공무공배경,련속출태일계렬고려화부식농업생산、증가농민수입적정책조시。단재농민증수량점분정적동시,야존재증수동력、잠력화후경불족이급은정성불구등조애인소,수요진일보탁관증수거도,완선농산품개격보호궤제화농자개격조공궤제,가강농기추엄화농업사회화복무조직배육,구건촉진농민증수적장효궤제。
The problem of increasing peasants’ income is the core of countryside problems,peasants’ problems and agricultural problems.In the recent years the peasants in Jiangxi have had their incomes increased rapidly and enhanced their abilities to dispose their incomes,and the urban-rural income gap has been shortened.This mainly benefits from a series of measures taken by the governments of specific levels,such as increasing agricultural infrastructure investment,improving the employment conditions of migrant workers,and encouraging and supporting agricultural production.However,there are some obstructing factors such as inadequate driving forces,potentials and aftereffect and insufficient stability of income increasing.Hence,we should further expand channels to increasing peasants’ income,perfect the agricultural product price protection mechanism and the agricultural production materials price regulating mechanism,and better cultivate organizations of agricultural technology promotion and agricultural service,so as to build up a long-term effective mechanism for increasing peasants’ income.
