为保证工程建设项目造价的合理确定和有效控制，针对目前工程造价管理行业存在的相关法律法规不够健全、标准体系建设尚不完备、信息化建设相对滞后、从业人员素质有待提高等主要问题进行分圻。提出完善法律法规制度体系、构建科学完备的管理标准体系、加强理论研究着力于系统和体系建设、加强人才队伍建设等应对措施，以期提高工程造价管理水平，满足工程建设和经济发展的需要。

To ensure the reasonable determination and the effective control of the construction project cost, the existing problems that the laws and regulations is inadequate, the standard system is incomplete, information construction relatively lags behind and personnel need to further improve the quality in project cost management industry are analyzed. The countermeasures of perfecting legal laws and regulations system, constructing scientific and complete standard management system, strengthening the theory research, focusing on system construction, strengthening the construction of the talents ranks were put forward so as to improve the project cost management level, meet the need of the engineering construction and economic development.
