在“以人为本”的科学发展观指引下，人力资源管理越来越受到管理者的青睐。从人事管理向人力资源管理转变是高校人事管理改革的必然路径。高等学校人事管理改革要凸显人力资源价值取向，确立起“以教职工为本”的管理观念，加强人事管理的组织文化建设，发挥管理者和被管理者的积极性，真正实现高校人事管理的职能转变。
