游资是经济社会发展到一定阶段的产物。改革开放以来，浙江省多次出现金融违法事件，每一起事件的背后都潜伏着游资的影子。以浙江省为例，通过分析研究，界定了社会游资的内涵、性质，分析了浙江省社会游资的形成原因，并提出了社会游资六大形成路径：通过融资或直接投资，信贷资金形成社会游资；通过直接投资，将老百姓闲置的消费资金形成社会游资；迷失投资方向的生产资金，直接形成社会游资；各种基金组织吸纳的资金，其中很大一部分形成社会游资；通过投机市场流失的国有资产形成社会游资；预算资金特别是预算外资金绕开资金管制，直接形成社会游资。

Idle fund is a product which appears in a certain stage in the economic and social develop- ment. Since China adopted a reform and open - door policy, several law - violation incidents in finance have happened in Zhejiang Province and each incident is related to idle fund. This paper, taking Zhejiang Province as an example, defines through analysis and research the connotation of idle fund, and proper- ty, analyses the cause that has formed the idle fund in Zhejiang Province and offers six channels that form idle fund. credit fund becomes idle fund through direct financing and investment common people＇ s idle consuming fund becomes idle fund through direct investment; the production fund directly becomes idle fund because of losing investment direction; various capital organizations absorb funds, much of which becomes idle fund state property becomes idle funds through speculation markets; budget fund, especially extra budget fund directly becomes social idle fund through steering clear of capital supervision.
