我国现行人民代表大会预算草案审批权所存在的问题莫过于审批权对行政部门的实际约束力较低,无法起到限制和监督权力的作用,对此,应致力于预算程序、实体、效力三方面的完善。同时,我国人民代表大会预算草案修正权的法律规定也处于缺位状态,鉴于此,应致力于明确修正权权能和修正权行使方式两个方面进行构建。

아국현행인민대표대회예산초안심비권소존재적문제막과우심비권대행정부문적실제약속력교저,무법기도한제화감독권력적작용,대차,응치력우예산정서、실체、효력삼방면적완선。동시,아국인민대표대회예산초안수정권적법률규정야처우결위상태,감우차,응치력우명학수정권권능화수정권행사방식량개방면진행구건。
The current problem of the power of approval on the draft of budget of People＇s Congress is the actual binding to the executive branch is low,which makes it unable to restrict and supervise power functions.For this,it should be committed to the perfection of the process,the entity and the effectiveness of budget.On the other hand,the power of amendment on the draft of budget of people＇s Congress is in absence in law.For this,we should devote to make the power of it clear and construct the exercise of it.
