Based on the theory of stakeholders and the planning practice in the Maogan Scenic Spot, the paper explores the demands of the stakeholders in rural tourism development. First to make a big cake and a good distribution of it and then to increase the cake and to make a better distribution. The basic idea of rural tourism development is to achieve a virtuous cycle and sustainable development. The five-win approach of rural tourism development is to hold the bottom line of resources and environment by Negative Planning and to reach an agreement through coordination, consultation, conference and cooperation.
