From seven aspects of the leading role of the government,i, e. the relevant policies and laws, the overall leadership of the institutions, the cooperative incentives, the division and coordination of vocational training, the safety and security of internship and the system school - enterprise mutual e- valuation, problems reflected during the participation of industries and enterprises in higher vocational education in arts and business colleges are analyzed and discussed. The paper, in particular, summarizes the existing practice and experience about how to form school - enterprise cooperation mechanisms and e- laborates the specific ideas and improvements.
