通过对吴起县的调查分析发现，吴起县人力资本投入特别是教育投入得到了家长、教师和学生的广泛认可，但仍存在教育投入不均、职业技能培训不理想、医疗保健投入不足、人力迁移不足等问题。政府应承担起主要责任，继续重视并加强当地人力资源开发，结合当地的实际来做教育工作，加强培训管理、健全绩效考核机制、健全奖励机制、改善福利待遇、完善保障机制。同时，政府要继续积极做好职业技能培训、完善保健投资工作，做好劳动力迁移的指导工作，努力积累吴起县的人力资本存量，进一步促进当地的经济发展。

The investigation in Wuqi county reveals that the human capital investment in Wuqi county, especially in the education, gained extensive acknowledgement from parents, teachers and students; however, there is still an uneven educational investment, less qualified professional training, insufficient fimding in healthcare and a lack of human resource flowing. The government should take the main responsibility to focus on the development of local human resources, undertake education work considering local conditions, strengthen training management, make better performance appraisal system, incentives, welfares and guarantee mechanism. Meanwhile, the government shall do a good job in vocational training, increasing investment in health care, guiding the migration of labor force, and accumulating a rich human capital stock in Wuqi County to further boost the local economy.
