近年来，黑龙江省农产品产量波动较大，其表现是：水稻增产幅度巨大，畜牧业产品中猪肉、牛奶、羊肉和牛肉产量总体呈现上升趋势，其产量的整体波动性明显高于粮食作物。这是由于农业生产的弱质性极易受到自然灾害的影响，基础设施相对薄弱，农业保险制度不健全以及农业科技进步的影响力不同。应加强农业基础设施建设，大力推行政策性农业保险，增加农业科技投入，以保障农业生产产量的稳定性，增强其抗风险能力。

The agricultural output in Heilongjiang fluctuates wildly in recent years in terms of huge increase rate of rice; and the rising trend of overall output of pork, milk, lamb and beef, the animal husbandry products. The overall fluctuation volatility of the latter is obvi- ously higher than the former, which is caused by the vulnerability of agricultural production to natural disasters, weak infrastructure, in- complete agricultural insurance system, and the different influences of science and technology progress. In o~ler to ensure the stability d agricultural production output and enhance anti-risk capability, the authorities should strengthen the construction of agricultural infras- tructure, vigorously push forward the policy-oriented agriculture insurance, and increase investment in science and technology.
