国际海事组织在过去几十年一直努力推动捕捞渔船安全国际立法工作。通过对主要的涉渔海事公约以及港口国监督措施，特别是《1993年捕捞渔船安全议定书》和《捕捞渔船船员培训、发证和值班标准国际公约》的探讨，建议中国渔业主管部门、渔业界及行业组织重视国际渔业法研究和普及工作，积极行使国际法权利和履行国际法义务，参照相关海事公约及时修改国内海事安全和渔业法规，依法建立全国统一的渔船和渔船船员登记系统，增强对捕捞渔船现代化和渔船船员培训事业的扶持力度，促进中国海洋渔业的稳健发展。
國際海事組織在過去幾十年一直努力推動捕撈漁船安全國際立法工作。通過對主要的涉漁海事公約以及港口國鑑督措施，特彆是《1993年捕撈漁船安全議定書》和《捕撈漁船船員培訓、髮證和值班標準國際公約》的探討，建議中國漁業主管部門、漁業界及行業組織重視國際漁業法研究和普及工作，積極行使國際法權利和履行國際法義務，參照相關海事公約及時脩改國內海事安全和漁業法規，依法建立全國統一的漁船和漁船船員登記繫統，增彊對捕撈漁船現代化和漁船船員培訓事業的扶持力度，促進中國海洋漁業的穩健髮展。

IMO has been exerted its effort to make international laws concerning safety of fishing vessels in the past decades. The paper explores those maritime conventions on fishery and port state control, in particular the 1993 Protocol Relating to the Safety of Fishing Vessels and International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel. It is recommended that the fisheries administrations, fishing industry and industrial associations emphasize studying and disseminating international fisheries laws, exercise and perform actively the international rights and obligations, amend timely the laws and regulations regarding marine safety and fishery by due reference to the related maritime conventions, establish the national register system for fishing vessels and fishing personnel, and strengthen financial support to modernization of fishing vessels and training of fishing personnel to pursue steady development of Chinese marine fishery.
