Performance management is the theme of the scientific Ooutlook on development.In order to strengthen and innovate the university management,performance management system must be built,which should be realized with the performance goals as its direction,with performance evaluation as its methods,and with the result application as its guarantee.Performance management system can improve the healthy distribution of the resources and the scientific development of the higher education.
