文章首先从外在美与内在美两方面来分析人们认可“窈窕淑女”的原因，突出淑女“贤良淑德”的内在美；其次，从游女的素质与周楚两国敌对情绪两方面来分析西周统治者排斥游女的原因；再次，西周统治者认为《关雎》在“夫妇之德”方面具有一定的典范意义，加之“南化”思想风行，因而借之以感化《汉广》之“荆蛮之淫”。总而言之，《关雎》所体现的正是西周统治者对待青年男女婚姻问题的主张和愿望，即“淑女以配君子”。

First, this paper analyzes the reason why people approve ＂fair maiden＂ from two angles such as physical beauty and virtuous beauty, focusing on the virtuous beauty of fair maiden： second, analyzes the reason why the rulers in Western Zhou Dynasty refused migrant maiden from such aspects as the quality of fair maiden and the hostility between Zhou and Chu; third. Furthermore, the rulers of Western Zhou Dynasty held that ＂virtue between husband and wife＂ in the ＂Guan Ju＂ has certain exemplary meanings. In short, what is embodied in ＂Guan Ju＂ is the opinion or attitude of the rulers of Western Zhou Dynasty towards marriage, that is, ＂fair maiden matches gentleman.＂
