The scientific integration of Western culture is a general law of the development of modernization of the late developing countries. To achieve a smooth transformation to civil society and rule by law, China should in- herit and carry forward the fine traditions of Chinese euhure to enhance the national self-discipline and wisdom of life. China should learn from the advanced Western cultural elements to foster faith in social order of democracy, rule of law, fairness and justice. China should also construct a shared value system which integrates Chinese and Western cultures, and promote the scientific development of man and society.
