人才是经济社会发展的第一资源。科技人才对建设创新型福建，推动整个福建地区的快速发展发挥着十分重要的作用。福建省与典型人才集聚省（市）人才激励政策的对比有各自的特点。也存在若干需要改进的地方。应修订科技人才政策，为更好更快建设福建服务。

Talents are the first resource of the economic and social development. Science and technology talents are play a very iraportant role in turning Fujian into a innovative province and promoting the rapid development of the province. By analysing the different characteristics of the talent incentive policies between Fujian and some typical talent concentrated provinces (cities), this paper provides some suggestions on the science and technology personnel innovation policy for the better and faster construction of Fujian.
