自第一次世界大战后创建的第一所公立大学以来,日本公立大学内部治理结构经历了近百年的发展和演变,逐步走向完善。通过对两所颇具代表性的日本公立大学内部治理结构进行案例剖析,从中归纳出公立大学内部治理结构具有如下特征：双会共同治理,代表校内利益的单边治理,＂校——学院或学部＂双层级治理,学术与行政双轨并行治理,通过特定人员或各类委员会进行治理协调等。

Since the first public university created after World War I, the internal governance structure of public u- niversities in Japan has gone through nearly a hundred years of development and evolution, being gradually im- proved and perfected.
