引用西北林业1999-2008年时间序列数据，以压力-状态-响应( P SR )模型为基础，以层次分析法( AHP )和Delphi法赋权后将数据经过标准化处理建立西北林业建设可持续发展评价体系，以协调度函数评估各子系统间协调度。结果表明，我国西北林业建设有3个明显阶段，但稳中有持续上升趋势，且协调度良好，利于进一步可持续发展。由于政策失灵和林业系统的长期、动态、不稳定性，西北林业的建设需要国家从政策方面更加大力度，人民更积极参与。

Based on pressure-state-response ( PSR) model, we quote time series data of Northwest Forestry from 1999 to 2008, using the Analytic Hierarchy Process (AHP) and the Delphi method to empower the data which become standardized. After that , the index system of sustainable development evaluation of forestry construction in Northwest of China is established. Then, using the coordination function to assess the degree of coordination between the various subsystems . The results show that the Northwest Forestry construction in China experiences three distinct stages. It sees a steady rising trend and considerate coordination, which indicates a better sustainable development. The policy can some-times fail and the forestry system is long-term, dynamic and instability. Therefore, more efforts are de-manded for national policy and people more actively involving in the maintenance of Northwest Forestry construction.
