广东省东江流域水资源水量水质监控系统建设,从流域水资源分配制度建设入手,首先确定各区域、各重要控制断面的水量水质控制目标和调度规则,然后据此确定需要监测和调度控制的55个监控对象,包括水库、河道断面、梯级电站、取水口、入河排污口等,以信息化手段对水量、水质、视频工况进行实时监控,并对其它相关信息资源进行全方位整合利用与共享,拓展系统的信息和功能。对一些困难问题进行探讨,认为信息化建设应用必然伴随制度建设和变革。

The construction of the monitoring system for water resources quantity and quality in Dongjiang River Basin of Guangdong province, is starting from the assignment of water resources in the basin. After deciding the control objectives and rules for water quantity and quality in every region and river section, it determines 55 objects to be monitored, including the reservoirs, river sections, cascade hydropower stations, water intakes, sewage outfalls, monitoring their water quantity, water quality, and video of working condition. And the related information resources are also reformed and stared so as to. By discussing some problems encountered, it gives the opinion of informatization construction must be accompanied by innovation on institutions.
