广东省东江流域水资源水量水质监控系统建设，从流域水资源分配制度建设入手，首先确定各区域、各重要控制断面的水量水质控制目标和调度规则，然后据此确定需要监测和调度控制的55个监控对象，包括水库、河道断面、梯级电站、取水口、入河排污口等，以信息化手段对水量、水质、视频工况进行实时监控，并对其它相关信息资源进行全方位整合利用与共享，拓展系统的信息和功能。对一些困难问题进行探讨，认为信息化建设应用必然伴随制度建设和变革。
