以吉林省中东西部12个农业县(市)的调查数据为基础,以农村土地流转和农村劳动力转移结合为分析基点,分别从劳动力富余型和劳动力短缺型2个角度对农户转移土地前后的收入进行了实证分析。结果表明:两类农户在土地流出后的收益增量与劳动力转移后实际获得的非农收入显著相关。其中,劳均土地量大的劳动力短缺型农户不倾向于大规模流转土地,其农业收入基数明显高于劳均土地量过小的农户收入。这一方面说明流转的土地有可能正在向种田能手集中,国家对种粮大户的补贴政策初见成效;另一方面则有效验证了非农收入对农村劳动力的吸引力,农村劳动力向城镇转移是大势所趋。

Based on the survey data of 12 agricultural counties in Jilin province,combined with land cir-culation and labor transfer,rural households′revenues before and after land circulation were empirically analyzed from the perspectives of labor surplus type and labor shortage type.The results show that:there is a significant correlation between two types of farmers′revenue increment after land outflow and non-a-gricultural income after labor transfer.Rural households of labor shortage type with a large amount of per capita land do not tend to transfer large-scale land,and their land revenue is significantly higher than that of the farmers whose per capita land is small.This indicates that circulated land is being centralized to farming experts,and the state′s large-scale farming household subsidy policy has achieved initial success;on the other hand,this demonstrates the attraction of non-agricultural income to rural labor force,and ru-ral labor transfer to the urban areas is an irresistable trend.
