第三方破坏是引起油气管道失效的主要因素之一。调研了国内外油气管道线路第三方施工监督管理相关技术标准,从管道各级单位和个人职责、对第三方施工的有效警示和告知、第三方工程的评价、关于爆破作业的影响、施工许可证、第三方施工的验收归档等方面分析和研究国外标准及国内实际做法差异。提出了在油气管道建设期设置管道保护巡护队进行管道保护的监管,并给出一些标准制修订建议和结论供相关部门参考和借鉴。

The third party damage is one of main factors that caused the failure of oil-gas pipelines. A survey is carried out about relevant technological standards of supervision management for third party construction of oil-gas pipeline at home and abroad. Then differences between foreign standards and our domestic actual acts are analyzed and studied from the following aspects like different units of pipelines and indivedual responsibilities, effective warning and informing for third party construction, evaluation for third pat~ ty project, the impact of blasting operation, lieenee of construction, acceptance and pigeonhole of third party construction and so on. At last, it is suggested that petrol team for protecting pipeline should be organized so as to supervise the pipeline protection during the construction of third party construction. Meanwhile some advice and conclusions about the establishment and revision of standards are offered to some relevant units for reference and learning.
