采用文献资料法、问卷调查法和访谈法等方法,以中越双边龙舟赛为研究个案,调查、分析其开展状况的基础上,结合对和谐邻邦关系与和谐周边环境的构建在构建和谐社会中重要性的分析,重点论述中越双边龙舟赛在促进中越两国关系发展和构建和谐邻邦关系的价值,探讨中越边境（广西）全民健身工程建设在促进和谐邻邦关系及构建和谐周边环境中的作用,并提出结合中越双边龙舟赛发展、促进中越关系发展、构建和谐邻邦关系的策略,为边境地区和谐社会的构建及邻邦关系的和谐发展谋求新的途径与方法提供理论参考。

In this paper, it adopts many research methods including documentation methods, investigation method, interview method. It takes the bilateral dragon boat race for example, and making investigations and analysis on the basis of the harmonious neighborhood relationship and the importance of its construction. The point is the value of the bilateral dragon boat race to the construction of the harmonious neighbor country relationship. Hence to analysis the use of the nationwide fitness campaign in China-Vietnam border to the environment, and bring forward suggestions which is promoting the development of china-Vietnam relationship and conslxucting harmonious neighborhood. Therefore, it offers reference for the new ways of the construction of the harmonious neighborhood relationship.
