为充分发挥教学督导在教学质量管理过程中的作用，高职院校督导运行机制应实现“三个转变”：明确质量目标，由对教师教学行为督导向专业督导转变；重心下移，由校级督导向构建校院两级督导转变；质量评价，由校内评价向校内外评价转变。

위충분발휘교학독도재교학질량관리과정중적작용，고직원교독도운행궤제응실현“삼개전변”：명학질량목표，유대교사교학행위독도향전업독도전변；중심하이，유교급독도향구건교원량급독도전변；질량평개，유교내평개향교내외평개전변。
In order to give full play to the role of teaching supervision in the process of teaching quality management, high vocational college supervision operating mechanism should implement ＂three transformations＂ ： clear quality target, transformation from supervision by teacher＇ s teaching behavior to the professional supervision; lower center of gravity, transformation from the college -level steering to the school -to- college two level steering; quality evaluation, transformation from evaluation by the school to the internal and external evaluation.
